if you are calling a persons number in another state do you have to diel something like _ _ _-***-***-**** what is that number for oklahoma

The state has nothing to do with it. Any number that is in a different area code must be dialed as 1-area code-number. Some area codes ever overlap each other. Just because you are dialing another area code does not even mean you are dialing long distance. That is based on distance.
