If you are at work, but not working, are you stealing?

Answers:
Just because you are at work and are not working in not necessarily stealing in most cases. It could just be considered "down time". However if you have an assignment to complete and you are not working on the completion of that particular assignment, then yes you are stealing.
If you are paid hourly and work a set schedule, then I would agree that it is stealing.
If you are paid a salary and work OT (unpaid) and weekends, then no it isn't stealing. As long as you put in 40 hours of work a week, then you have covered yourself.
If you are being paid by the hour then yes it could be seen as stealing. Why would any company want to give you money for doing nothing?
There are 3 things that an employee can steal from an employer:
Money
Product
Time
No really stealing but Stalling. When there is no work while at work, what can one do?
If there are things to do that are your job. and you are not doing them, then yes you are stealing. Sometimes there are gaps in work which prevent you from doing anything but waiting. This time is caused by the company. If you have nothing to do and are preventing other employees from getting their work done (by conversing or joking with them) , you are still stealing from the company.
Not me, I own the place.
