Illegal downloaded files ?

Every country is illegal to download
files that should've been payed.
But what if somebody downloaded all kinds of illegal files in some countrys like China
where there are almost no action taken
to prevent this, what happens when he or
she came back to he's own country like
america ?
If the illegal files were chinese would it be
ok ?
If the illegal files were american would it be
bad ?
And
there are lot's of DVDs or CDs that are
not real, just downloaded from shareware
of something and made it in the way to sell
it.
For example I saw DVDs with 4 movies in 1
and cost only 2 dollars in u.s dollar.
If u bought these kinds of products and copied in your own computer would it be
illegal even though u bought it ?
Or does it matters in whether u knew it is
illegal or not ?
If your new friend or somebody saw movie
or music files and call the cops would u
get caught ?
Answers:
If the country you're in has no copyright laws, then downloading/accepting any copyrighted material from other countries is perfectly legal - the person uploading/sending the stuff to you would be the one breaking the law there. And if you're uploading/sending material to a country where it is illegal to copy (even if you are in a country with no copyright laws), then you would be breaking that other country's laws and could theoretically be extradited there for trial - that would be exactly like mailing a copy of Mein Kampf (Hitler's diary) to somebody living in Germany (which has been proven to be illegal no matter what part of the world the sender is in, because that book has been copyrighted by the German government).
Here in the U.S., the local police wouldn't care if a friend told on you. They actually have better things to worry about than kids getting their jollies downloading bootleg software and movies. And they quite frankly have no expertise in the matter, although they might call in the FBI if they see somebody running a commercial smuggling operation for pirated material or if it looks like you're selling a lot of the stuff for profit. Even if your friend called the FBI, they probably wouldn't bother filing criminal charges either. They generally only get involved if you distribute it to the public or if the original publisher files a complaint against you, and even then it's only if you're running a large commercial operation.
For one, the police do not hande this as it is a Federal crime. For another, say you pirated Windows while you were in China. Even the Chinese version, you have still defrauded Microsoft. It doesn't matter where you do it, it's still stealing. Not that there's anything wrong with that, I have got to be one of the biggest pirates that I know. You just need to call a spade a spade.
Not to sure but I still think it's breaking copyrights.
Your question is long, rambling, and incoherent. But I will give you a short answer that should pretty much cover everything.
Software and movies are protected by copyright law. That means that you may not make copies or download it without a license (permission). As a rule, you must pay for this privilege.
This rule is universal. Doesn't matter if some places don't enforce the law, it is still illegal. Not knowing it is illegal is not a defense (ignorance of the law is no excuse). That is like saying it would be ok to murder someone if you didn't know it was illegal to do it.
As for getting caught, it is always a risk. If you get ratted out, you are on your own.
Piracy is a CRIME. Dont do it. Not only are you killing the film, software, music and game industry, you are also destroying your own country in a way.
And there are chances that cops take you into custody for indulging in Piracy
To the best of my knowledge it is not illegal in Canada. as I recall, a couple of years ago during a court case the judge through it out likening downloading to photo-copying a page at the library.
